Kite Man, also known as Charles Brown, is a DC Comics character created by Bill Finger and Dick Sprang, making his first appearance in Batman #133 (1960).
Initially portrayed as a somewhat competent but ultimately inept villain, Kite Man's defining characteristic is his reliance on kite-based weaponry and transportation. His early appearances depicted him as a criminal attempting to use kites for various heists and attacks against Batman and Robin.
